They've already arrested one of the head shop guys in Lincoln for selling it and the bill hasn't passed yet. I don't know about how much they still look at that plant for anything but they originally looked at it as a form of anesthetic. As for "nobody is going to do it while they are riding around". You never know. If they don't know what it really is, or what they can expect after trying it... they just might. As with any substance knowing what you're about to use is VERY important as is the education on the substance.
